Position Title: Associate Executive Director for Business


Provides strategic direction for LAUNCH activities supporting programs.  Analyzes, records and reports the financial condition of the agency.  Responsible for implementing internal controls, budgeting, cash flow, forecasting and risk management.  Responsible for technology systems implementation and Human Resource functions.  Oversees facilities and Development and Marketing functions for the agency. Serve as the agency’s Corporate Compliance Officer.

Financial Management Responsibilities:

  1. Develop, monitor and review program budgets in conjunction with the Executive Director and management team to increase efficiency. Analyze operations to evaluate program performance.
  2. Monitor overall agency financial status.  Consider costs and benefits of potential actions to choose most appropriate ones to improve the financial status of the agency.  Identify complex problems to evaluate options and implement solutions.  Develop internal control policies, cash flow, and forecasting analysis.
  3. Work with the Executive Director to develop program proposals and monitor the fiscal compliance of these proposals.
  4. Coordinate fiscal aspects of funder reporting and contract renewals including the consolidated financial report for the OPWDD.
  5.  Use QuickBooks to manage accounts payable and receivable including Medicaid, Office for Persons with Developmental Disabilities (OPWDD), ACCES-VR, summer programs and others as needed.  Facilitate distribution and tracking of petty cash.
  6. Coordinate the financial functions of fee-based programs and services.

Administrative Leadership and Management:

  1. Serve on the Management team providing support regarding agency financial issues and program financial issues.
  2. Participate in the preparation and implementation of agency policies and agency written materials as they pertain to financial, corporate compliance, human resources and HIPAA issues.
  3. Evaluate program outcomes as to quality assurance, consumer satisfaction and regulatory compliance with the management team.
  4. Facilitate internal and external audits and evaluate outcomes from audits. Oversee preparation of information for audits.  Implement corrective action plans to solve organizational or program issues.
  5. Manage the Human Resource functions for the agency including all payroll functions, PTO, retirement accounts, health insurance, paperwork upon hire, fingerprinting, HIPAA and corporate compliance. Knowledge of laws, legal codes and government regulations.  Conduct new staff orientations.  Confer with management team to develop or implement personnel policies or procedures.  Maintain and update human resource documents.  Mediate workplace Human Resource issues.
  6. Supervise all Development activities including annual campaign, Golf Tournament, and the Syracuse Auto Dealers Association Charity Preview.
  7. Coordinate website updates, IT and facility issues.
  8. Supervise Marketing and social media outreach.
  9. Coordinate Corporate Compliance activities.  Disseminate written policies and procedures related to compliance activities.  Facilitate filing of appropriate compliance reports.  Serve as confidential point of contact for employees and board members to communicate issues or concerns.  Provide employee and board training regarding corporate compliance.

  • Maintain a high regard for client privacy in accordance with the agency and state/federal privacy policies and procedures.
  • Participate in professional development activities and required training sessions. 
  • Participate in community-wide training sessions and workgroups.
  • Perform other duties as assigned.

Required Qualifications:

  • Bachelor’s degree in business or related fields
  • Excellent verbal, written and listening skills
  • Use of deductive reasoning to combine pieces of information to form general conclusions
  • Excellent communication skills to provide information to individuals inside and outside the agency
  • Able to establish and maintain effective interpersonal relationships
  • Integrity, initiative, analytical thinking, and attention to detail

Desired Qualifications:

  • Master’s degree in business, related fields, or CPA certification
  • Five years of related experience
  • Experience in working for a non-profit
